The Congressional Research Service researches subjects exclusively for the use of Congress. These reports are of exceptional high quality, non-partisan, and include a variety of topics.
US Foreign Affairs CD-ROM
This CD searches and produces full-text Department of State documents. Many of these documents are not available anywhere in the Government Publications collection. Contains a variety of search indexes.
The Presidential Papers Infobase (Available only in Gov Pubs Department)
This CD includes full-text documents from the Messages and Papers of the President
(Washington through Taft) and The Public Papers of the President (Hoover through Clinton). Wilson, Harding, and Coolidge are not included. This CD is the only comprehensive index available for these two important sources. The Government Publications Department also has these documents in paper.
CIS Index (Reference Area)
Use to identify and obtain information contained in the working papers of Congress: hearings, reports and public laws. This index provides abstracts or summaries of the publications as well as citations.
Foreign Broadcast Information Service Index on CD-ROM (Available only in Gov Pubs Department)
This new CD product covers FBIS daily reports from July 1996 to the present. There are some limitations with this CD but the searching is easy and productive. See description of publications under Miscellaneous Publications.
MAJOR REFERENCE PUBLICATIONS
Serial Set 1789- (American State Papers - 91st 1, fiche) (print, ranges 28-30)
Contains House and Senate Reports, committee reports which accompany bills voted out of committee. These reports are important in establishing legislative intent. Also contains House and Senate Documents which include a variety of material such as presidential messages, some agency annual reports, and reference works such as House and Senate Manuals.

Indexes House and Senate Documents and Reports from 1789 to 1969.

A compilation of public and private laws.

Proclamations, messages to congress, speeches, statements to the press, etc.
U.S. Treaties and Other International Acts Series (TIAS) (S 9.12:)
Chronological arrangement of treaties.
Foreign Relations of the U.S. (S 1.1:)
Official record of U.S. foreign policy and diplomacy, including background documents. Declassification time is 25 years so volumes run behind the current date.
Congressional Record 1873- (Annals of Congress, Register of Debates, Congressional Globe 1789-1872) (film, fiche, current print issues)
Official record of the proceedings of Congress mandated by the Constitution. Includes motions, votes, names and numbers of bills, debates and extension of remarks. Daily while Congress is in session.

CQ Weekly Report (Latest year in Gov Ref)
Readable, up-to-date account of congressional and political activity.
Congressional Almanac (Gov Ref)
Yearly cumulation of CQ Weekly arranged in subject format. Provides information on major legislation.
Department of State Bulletin 1939-1989 (Gov. Pub. Periodicals)
Excellent source for tracking foreign policy. Ceased publication December, 1989. Some information continued in Dispatch.
Dispatch 1990- (Documents Periodicals)
Weekly Department of State publication providing a compilation of major speeches, congressional testimony, policy statements and other foreign policy information.
Geographic and Globe Issues Quarterly 1986- (Study Room, International Section)
Quarterly Department of State publication containing analyses and maps and other graphics that provide a geographic perspective on such foreign policy related topics as boundaries, refugee flows, etc. Continues Geographic Notes.
MISCELLANEOUS PUBLICATIONS
Country Reports on Human Rights Practices (Latest in Gov Ref)
Voluminous annual report by the Senate Committee on Foreign Relations concerning a wide range of areas involving human rights. These reports are used to shape U.S. foreign policy. Also available online.
American Foreign Policy: Current Documents (S 1.71/2:)
Compiles contemporary materials publicly released. Discontinued. Current documents in Dispatch.
FBIS Daily Reports (microfiche, pre-1989 in remote storage)
Foreign Broadcast Information Service (FBIS), a government agency, monitors broadcasts, news agency transmissions, newspapers, periodicals and government statements. It publishes translations of this material in FBIS Daily Reports. (Indexes for Near East and South Asia; Central Eurasia)

These archives are official although the site is hosted by the University of Illinois at Chicago. There is much excellent information here. The site is still organized on a gopher.
