Welfare Reform is the common title for the Personal Responsibility and Work Opportunity Reconcilliation Act, Public Law 104-193 signed 8/22/96. For a clear overview of the law use Congressional Quarterly Weekly Report, July 20,1996. A section by section

Tennessee's Families First
The law is found in the Tennessee Code, Title 71-3-152 through 71-3-165.
The Tennessee Legislature passed the bill April 15, 1996. It was necessary to apply to the Federal government for waivers. The Administration waived federal regulations July 25. The program went into effect September, 1996. An article in the Commercial Appeal, July 25, explains the program well.
